Neon eyeliners are the most capricious. Requires a neat coating with repeated strokes to get a consistent line. It will not work to be limited to one layer.
So I would consider buying neon eyeliners when it comes to everyday makeup. You are unlikely to use them every day, which can not be said about matte colors without UV marking. They are less demanding on the image. They can always be added as an accent.
Liners are problem-free to wear, unless there is snow outside the window. Their minus is the lack of stamina. They can be washed off with plain water without special makeup removers. Such is the fat minus.
Pros: they do not spoil the brushes, unlike gel eyeliners, an unlimited choice of shades, ridiculous consumption and … a huge shelf life.
